… for HTML …the only acceptable context that can be added to the link text is

• title attribute

• enclosing sentence

• enclosing paragraph

• enclosing list item

• enclosing table cell

• header table cell

When this gets resolved 2.4.4 will change (I hope) SO 2.4.4 will be testable
